review for the western soma project began and we realized this overlapped with this the western soma plan area and the eir for central corridor would provide much further detail in the analysis and we could consider at the time we prepared this eir. what we did for western soma we considered the central corridor as it pertains to the cumulative impacts of the project and the western soma area and the projects in the area that overlaps with the western soma plan, so to the extent that we have the information available to us we analyze with the eir and approximate regard to that the western soma is adequate. the central corridor eir will look at that in much more detail than we were able to do so certainly the ah nalis will be before you in the future. >> thank you. i appreciate that and i think the rest of my comments be best taken up during the approval of the plan itself, and they have to do with the zoning and it does have to do with the historic structures and whether they have more flexible uses, but i don't believe those are environmental issues at this time. >> commissioner sugaya

firm is in western soma along 11th and harrison. i am here because i found out about the new sally zoning and that clearly restricts any architecture or design professionals to move from where they are right now and especially people that want to move into western soma. it's ideal because we're close to the building department. my business has been there for nine years. i'm a local enterprise and agency company so i think if you -- you must allow architects and design professionals to be part of the sally zoning. it would total exclude us. i am here because i am a resident are harrison and 11th street corner which has that zoning issue that was just talked about. we were not notified of any redeveloping where they wouldn't allow residential until last month and we read it on jim meeko's blog on november 12. we tried to attend a november 15 meeting. we would love, love to have more residents in the neighborhood. i am also the architect for the businesses that recently closed down on 12th and howard and 12th and folsom. they were bars and had licenses. they closed. i know t

a hearing to move forward -- further forward on western soma. the final thing i'd like to bring up is the four blocks that overlap the potential central corridor that are a part of western soma. i think, you know, we really need a little bit more information as to what might be proposed for this area. what are the potential solutions? are there plans for additional high density, additional parking? some of the things that may be in conflict with that area. and while we scrutinize closely the 11th street area, we've done almost no scrutiny at all over the area that possibly could be contentious. i'm not advocating for keeping this area or any part of western soma on hold until the central corridor is ready to go forward because that doesn't make sense. but i think we really have to know where the possible areas of conflict may be, what could be done to make the two compatible, and what are the options that would be before us. i know we can't jump ahead two or three years to know exactly what may be planned for central corridor, but perhaps someone could give us some insight into wha

not proposing to do a legitimatization process within western soma. >> i just think that -- i think that commissioner moore's questions to a certain extent asking about how we treated things in eastern neighborhood and how that applies to western soma. and i recognize that every treatment -- i know we've been trying to -- we looked at market octavia and we looked at eastern neighborhoods. we're trying to create some degree of consistency across how the code treats some general principles and i just think that to the extent that that was done in eastern neighborhoods or in other plan areas, i think it's u.n. reasonable to see how we might do this in this plan area. if there is a strong compelling reason not to to understand what those compelling arguments are, and how it impacts people because, again, i think there's a reasonable expectation that what happened in the process of eastern neighborhoods would then carry over to the new process. and, so, i think that's what we need to kind of figure out and work on. and then the same thing you're talking about with grandfathering, i don't

the jurisdiction of the commission including item 10 today. as noted this case for the western soma community plan rezoning of adjacent parcels and the project and certification of the environmental impact report. the public hearing is closed. public comment ended on august 6, 2012 and the planning commission doesn't conduct final review of eir's but the public comment of certification maybe presented to the planning commission during this time of the agenda. with respect to all other agenda items your opportunity to address the commission will be afforded when the item is reached in the meeting. each member of the public may address the public for three minutes and i have several speaker cards. >> okay. calling a few names and if you want to line up on that side of the room would be easiest. that is behind my memo is an update on the planning commission review, the latest review of the western soma community plan, the planning department was given an informational update on this plan that's been ten years or so in the making on november 15th, and the memo they were given to review is attached again, take it home, it's not something you can read up there, it outlines the update they were given and i wanted to highlight the ideas presented the 11 street, what they're calling entertainment corridor, we don't have anything properly called an entertainment corridor, there are 8 different options outline ined this memo presented to them, they protect various current entertainment venues and current housing, all options attempt to minimize conflicts that occur when entertainment and housing are currently not planned for in san francisco as you well know, so the interest we have here in getting involved in that planning process and i know commissioner tan and commission near hyde were at that presentation at planning, we do want to get in as early as possible so that our permittees and

talking about western soma earlier and the fact that the whole [speaker not understood] of the city being rezoned and people can be completely unaware that their properties, the nature of the zoning of their properties is changing that could be negative. i don't think is a good thing. * swath i actually think that provision is problematic in this legislation. i'm generally supportive of reform and i'd like to see some reform because we have booker t. washington, other cases we have that there has been c-e-q-a abuse and the challenge that you do have is not only that you have the process of the city, but booker t. washington which we voted on a year and a half ago is still being litigated in the courts. so, you know, people can do c-e-q-a here, but they do c-e-q-a in the court. there is a challenge when people are he opposed to projects and they use c-e-q-a as the way to poe pose those projects. i wish there were a way to better separate those issues out from, you know legitimate environmental concerns. * but i don't think anyone is here wanting to weaken, talk about lessen the protection
